Parent advocacy was at the heart of the disability rights movement and can be the catalyst for building more inclusive communities in the future. Parent Centers can effectively recruit, train and support parent leaders as “ambassadors” in local communities as a way to build capacity. Every state can establish a network of special education parent advisory councils. Through trusting relationships, communities can address local issues and bring about system change for all students.
